At this time there are still many farmers who do not use rice seed quality/certified. One reason is unavailability of quality seeds when needed. To meet needs of seed is "six right" ideal seeding system is necessary to organize existing seed regulations in West Sulawesi. This study aims to determine issues, opportunities and strengths in managing regulation of seed germination in West Sulawesi. Results: (1) productivity and production of rice in West Sulawesi still has potential to be increased from 3.82 tons per hectare to eight tonnes per hectare through use of quality seeds, use of new varieties, application of technology production, harvest and post-harvest handling right and coaching kneed or seed producers in each region, (2) Requirement of seeds in West Sulawesi province each year ranged 2484.183 tons assuming 30 kg per ha, while production capability by seed producers institution only 1,231 tons per year, (3) Some constraints are a problem in performance improvement breeder/seed supply institutions, among others: (a) implementing human resource capacity is very low, both quantity and quality, (b) building and equipment is not well maintained so as not functioning properly, (c) does not the availability of infrastructure in producing seed source. http://e-journal.janabadra.ac.id/index.php/JA/article/view/161/139PotentialOpportunitiesSeed
