ABOUT PECULIARITIES OF THE MUNICIPAL GOVERNANCE IN OPINION OF THE POPULATION (ACCORDING TO DATA OF SOCIOLOGICAL RESEARCH)

The article analyzes the population’s evaluation about the activity of the local government bodies, based on the primary sociological data. Types of the surveyed settlements are appeared, based on official statistics of the type of economy, the territorial basis, the population’s size, etc. The dependence between the population’s evaluation about the activity of local authorities and the professional experience and skills of representatives of the municipal government is observed. As a result peculiarities of the municipal governance in consideration of the settlement’s types are appeared. Population’s opinions of different settlement’s types are divided on a preferential work experience for effective municipal governance between the experience of managing a large enterprise and of a public service. Moreover for the municipal service it is necessary skills of the organizer - the ability to select and to arrange the staff, to form a "team". However, the activity of the local authorities the population of one type only positively is appreciated. And in their opinion only it is most important in the municipal governance to have the ability to solve current issues in good time, to carry out direct leadership.
