On the other hand, in order to properly and effectively raise the value of human resources in public administration, managers must be mindful of the correct process of directing people. This is especially important in the ever-changing environment of the organization. This process, however, is achievable through the implementation of humanistic management, a manifestation of the specific empowerment of every human being.
