The methodology is explanatory and consisted of conducting semi-structured interviews with informants from the parish and reviewing secondary sources. The results show: 1) Low promotion of the policies 2) Bureaucratic obstacles for the financing of productive projects 3) Granting of credits for electoral purposes 4) Weaknesses in training and technical assistance, 5) Weak institutional and community controls 6) Scarce financing for productive activity and 7) Experience of productive projects without benefit to the community.
