This article examines the development of slum settlements across Denpasar City. Thegovernment's latest identification shows 35 slum areas expanding in four districts of North, West,East and South Denpasar. Each exhibits a specific stage of development, which varies from oneslum to another. This research attempts to understand the spatial characteristics of slumsettlements, by studying both determining factors and processes. Qualitative research methods areused for 8 selected case studies. What emerges is that slums have been developed either on rentedland or within inadequately constructed buildings. Dominant influences include the provision ofinfrastructure; building form and materials in use; occupation and social conditions of theinhabitants. Additionally, these areas tend to grow in unprotected land/space located along rivers;within settlement areas; within the city's economic centre; within a neglected building; and onunproductive land consequent upon specific government activities and programs.
