Summary:Human resources are readily recognized as the most important resource of the resources needed for an organization in order to produce goods and services. Human resources are key to rapid socio-economic development and efficient service delivery. Without an adequate, qualified and well-motivated workforce that functions within a robust human resource management system, organizational development is not possible. Improving organizational performance must be based on a strategic approach to human resource management. Organizational and professional culture can facilitate the strategic approach of human resources in order to achieve good results and outstanding performance. This paper proposes the implementation of a theoretical framework that allows integration of organizational and professional culture into the structure of strategic human resources management, using the change management.
