The article concludes that remain persistent in some of the most important structural features, and that while progress has been made in the development of public capabilities and implementation of industrial policy, progress in this field are still modest compared with needs policies that could promote more substantive changes in economic structures that have been the historical determinants of lag and high volatility of the Uruguayan economy.http://journals.openedition.org/cal/3404economydevelopmentindustrypublic policiesexportations
