Summary:This paper presents an analysis of the status and development of indicators of scientific potential of innovative human resource subsystems of the Russian Federation. Served as the empirical base statistics tool - a package of social science data analysis SPSS Base. The objects of study were the subsystem of the Russian innovation system - the federal district, as well as major research centers - Moscow and St. Petersburg, as of 2000-2009. This publication discusses the first two status indicator of scientific potential of innovative staffing of six subsystems: the number of organizations who conducted the training of graduate students in 2000-2009., Per million population, as well as the number of organizations who conducted the training of doctoral students in 2000-2009. , per million population.
