This paper discusses the history of the relationship of international cooperation organizations andtheir partners in Brazil, elaborating some hypothesis about the future of these relations. During thelast years one observes the gradual decreasing of support from international cooperation in thecountry followed by a greater concentration in Africa, Asia and Eastern Europe. These changes areconsequences of pressures and challenges posed to the international cooperation organizations intheir own countries. Due to the history of dependence of Brazilian NGOs to these organizations,impacts are already felt. In order to discuss theseissues this work maps the history of action frominternational cooperation in Brazil, looking at their own domestic scenario, examining their sourcesof resources, legitimacy, and analyzing their relationship with Brazilian NGOs. From this history wepropose some reflections for Brazilian NGOs to overcome the challenges and dilemmas.
