The differentiation of “waste recycling” and “waste handling” systems are identified. From the point of view of a systematic approach, the process of organizing an effective system of “waste handling” is streamlined. The model of the region’s net and cluster waste recycling and handling mechanism (transformation and transaction) has been developed.
