Summary:In the article the concepts of waste and refuse from the point of view of usefulness, cost and efficiency; the wasteless reproduction closed cycle are clarified. The differentiation of “waste recycling” and “waste handling” systems are identified. From the point of view of a systematic approach, the process of organizing an effective system of “waste handling” is streamlined. The model of the region’s net and cluster waste recycling and handling mechanism (transformation and transaction) has been developed. As a result of the study, the authors concluded that it would be reasonable to build an efficient regional waste management system based on the basic principles of the theory of usefulness, cost and efficiency; the wasteless reproduction closed cycle; on a balanced combination of market and administrative mechanisms for managing the complex process of preventing waste generation and their disposal, as well as the formation of an appropriate level of environmental education and identity of the society.
