Employment and Local Development Policies as Instruments of Social Inclusion: An Empirical Evaluation of Their Scope

Can we state that active policies for employment and local development are real policies to combat poverty and social exclusion, or are they just avoidance actions? Based on tome of the more salient results obtained in ongoing research at the University of Valencia, this article seeks an empirical approach to the state of the matter, contributing a series of factors to the debate, such as the true extent of social intervention posed by active employment policies, the mobility of the model, the almost automatic repetition of the programs that produce the same results, the mismatch between the real needs of the territory and the offer made, or the patronage generated around them. Factors which, when observed, we can say now only cast doubt on the matter.
