Summary:The article outlines the problematic issues of finding effective ways for the economic stimulus, paying special attention to eliminating barriers for small business development, as well as improving the tools of the inter-sectoral partnership dialogue in the context of the hybrid war against Ukraine. As a result of the research, an alternative model for simplifying the administration of a single social payment, personal income tax and military fee for individuals - entrepreneurs in Group 2 of the simplified taxation system during the employment of ATO/JFO veterans has been worked out and substantiated. The proposals in the field of legislative regulation of the cooperation algorithm between the state, commercial and non-commercial sectors of the economy for resolving the unemployment problem among ATO/JFO veterans and activating the provision of charitable assistance to the victims of the hybrid war for the implementation of the social responsibility concept have been provided.
