Among the legal mechanisms for planning of cities is the City Statute (Law 10.257/01), which has a series of instruments that can contribute significantly to the optimization of investments, however, its application depends on existence of a master plan, which is feasible in the county. This research originated a qualitative matrix, to demonstrate the feasibility of applying the tools of the City Statute, related to induction of urban development, considering the reality of small counties of Santa Catarina. The application of these instruments, through the master plan, it an essential variable to development within small urban municipalities, therefore, is linked to the investments optimization, such as urban economics, spatial soil planning, partnership and openness to direct external resources, to investments in different purposes, in the urban space of the smaller counties.http://www.redalyc.org/articulo.oa?id=75225787002city statutemunicipal developmentmaster plan
