Summary:The article addresses the uses of territory and the power of backwardness in Barcarena, State of Pará, since 1980, when the production engineering system for primary aluminum was implemented by the Albrás/Alunorte Company, thus dialectically reproducing modernization and backwardness. The first part of the article presents data related to the growth of municipal public finances since the great Albrás/Alunorte project was implemented, while the second focuses on the municipal public management's distribution of these resources to political actions typical of the power of backwardness. To this effect, the article analyzes the public authorities' responses to the demands of the population, that is, political patronage and traditional planning, which served as the guidelines for the Multiannual Plan for 2002-2005 and 2006-2009.
