Summary:In the first part, the reader has a reference mark that handles factors that influence any system of social security, as globalization, demographic change, individualism, technologic change and an economy based on information and services; The second part approaches Venezuela’s situation, emphasizing normative aspects of social security’s reform and counter-reform. According to the given results, it is shown that it can be perceived as an “provisional State” more than a “predictive State”; that it has a lack of conduction and concertation; absence of financial planning, supervisional channels, efficient burocracy and evidences of vices of unconstitutionality. The characteristics of the economic model are exposed in the third part, coming from the combination of a set of involucrated elements, three conditionants that are examinated in the fourth section, as petro-State, populism and authoritarism. The fifth and last part presentes some recomendations and conclusions of the essay.
