Summary: | The article is aimed at forming the methodical foundations for assessing the efficiency level of activity carried out by the State anti-corruption bodies in the context of unshadowing the national economy. Having analyzed characteristics of activity carried out by the State anti-corruption bodies in Ukraine, the scientific-methodical approach to efficiency of their functioning on the basis of the theory of mass service has been suggested. To determine the level of functional efficiency of the actors counteracting corruption offenses and crimes, the authors have considered the process of bringing the guilty persons to criminal and administrative responsibility with the allocation of key participants to this process. The developed scientific-methodical approach to the assessment of efficiency of activity carried out by the State anti-corruption bodies provides formation of an input flow, service flow and output flow. The built model is to be tested for stability with the help of certain indicators. The formed scientific-methodical approach to assessing efficiency of the activity carried out by the State anti-corruption bodies will assist to reveal shortcomings in the mechanism of their work and, accordingly, to determine the priority directions of their development. Prospect for further research in this direction is the practical implementation of the suggested methodology. |
