Actually, during the last months, different events occurred and made us wonder at both international and national level: what is the meaning of the ending of the partnership with the NAC and simultaneously the entering to the Southern Common Market (MERCOSUR), of the inauguration of the Trade Agreement between Peoples with Cuba and Bolivia and the multimillionaire agreement for investments with the Republic of Iran? What is the real meaning of the energetic policy: nationalization or state control… merely changes the owner? What can be the future of regional integration not based on free trade principles but on solidarity, equity and reciprocity? How could we be delighted that participative democracy is emerging while the President ask for special powers and obtain them to govern by law decrees ? What are the conditions of legal system? What is the judicial meaning of the agrarian reform? So many questions make us conclude that pragmatism and authoritarianism of the President Chávez have a name in Latin-America: it is called caudillismo.http://journals.openedition.org/cal/1877rule of lawjusticecommerceeconomic policy
