Summary:This work aims to show the progress and setbacks in the exercise of institutional building of the first police force of national character, thought of modernand technical terms after the cosmopolitan desire of regenerative leaders to emulate the European experience. This is to respond to a double call: by one side, show how the behaviour of staff police, devoidof a public authority of conscience, influenced in performance and institutional functionality, and secondly, assess the relationship of these forceswith the society in which they operate, sincesocial security and surveillance strategies once inserted in the ideal civilizer of repressionas well as crashing spectacularly with the traditionsand conventions nested in the Patria Chica, they helped togeneralize in the population a sort of suspicion on the public power and the institutions of State power.
