The research results were found that (1) the operational strategies of knowledge, education, creativity, and modern technology and innovation have a positive relationship and impact on the development of small and medium enterprises. (SMEs) to be a creative economy as a whole. When considering each aspect, it was found that knowledge, education, and creativity are parts of the use of intellectual property linked to cultural background and modern technology and innovation had a significant positive relationship and impact on developing small and medium enterprises (SMEs) to be creative economy businesses at the 0.05 level.https://www.e3s-conferences.org/articles/e3sconf/pdf/2021/20/e3sconf_emmft2020_10017.pdf
