The purpose of this work, presented as a monograph of international Economic Relations Scholarship Program, relies on discussing the process of Foreign Brazilian Policy conduction during the federal governments of the 2003-2014 period, showing that there are intrinsic contradictions in all governments when it comes to domestic and external orientations. This discussion, based on a theoretical perspective in the International Relations field, is relevant because of the growing debate about the Foreign Brazilian Policy formulation process. This is mainly because of the internal context of redemocratization during the end of the 1980s and the beginning of the 1990s, with the consequent participation of diverse sectors of society; and second, the importance this agenda gained in the past years, with the growing process of globalization in the external scenario, giving emphasis to the multilateralism at the orientation of this policy.
