Summary: | The Law “On Local Government in the Kyrgyz Republic” which was adopted after independency of the Kyrgyz Republic. The Constitution of the Kyrgyz Republic adopted in 1993 established local government as one of the components of the government power and identified that the local government in the Kyrgyz Republic is based on the principle of division of powers between the state administrations and local governments. In the first stage (1994-2001) Bishkek city was transferred to local government principles; towns of raion and Oblast subordination. The second stage of the reform is still going on. The weakness of the reform is the fiscal relations and economic base of the local governments. The positive feature of the reform is the introduction of the principles of electiveness of heads of local governments. |
