The demand for the balance of attention and treatment in this study is against victims and criminal offenders on road traffic crime resulting in death or serious injury. Restitution and compensation which at birth is the right of the victim and his family, then taken over by the State to the victim or his family, because restitution and compensation is very beneficial to the victim or the victim's family, especially the economically weak. The research problem is: How is the restitution to the dead or seriously injured as conditional conditional condition, is also a form of attention and equal treatment to the victim and the maker of road traffic crime can be accepted by society? and how the implementation of restitution, or compensation to the dead or seriously injured, especially in Unit Laka Latang Polres Karawang, as conditional conditional prerequisite, is also a form of attention and equal treatment to the victim and the crime maker of road traffic can be developed by Satuan Laka Lantas Polres Karawang becomes a law enforcement discretion. The approach method used in this research is the normative approach method, the research specification used is descriptive. The results of the discussion that the police should be active in providing socialization to the public regarding the Right to Restitution and Merger of Lawsuit for Indemnification that the public understands the applicable legislation. Facilitate the implementation process of the Right to Restitution and accelerate the settlement of criminal cases experienced by the victim.
