Summary: | Modern demographic situation in Germany is characterized by the large number of conflicts and problems, caused by migration. In their center stand Muslim groups. Their lack of solidarity and multifaceted nature poses a serious challenge to the social policy of FDR, which relies on the cooperative model established in relations with nongovernmental actors. However, organizations representing Muslim interests encounter powerful cultural, ideological and institutional barriers in their unsuccessful attempts to become part of the existing system. The article analyzes causes of systematic violation of subsidiarity, neutrality and parity principles in relations to Muslim associations. One of the main goals of the search for better system is understanding factors of successful partnership between state authorities and Muslim organizations. Therefore special attention is given to educational projects.
