The scope of the regionalisation process is hence less wide as expected due to overlapping institutions and regional difficulties. It appears that the so-called Kurdish question is not a determinant factor and that these agencies participate to the “post-exceptional” phase of state-society relations in South-east Anatolia. The new established agencies are a tool for local elites to constitute a regional growth coalition in order to enhance the region’s competitiveness.
