These risks and opportunities should be considered as phased implementation of the project scheduled for completion already in 2025. The authors associate with the project a number of observations about world trends in education, and in this regard the situation that the Russian university system faced with the need to take radical actions and measures based on the principles of project activities, political and socio-economic analysis of the related processes.
