| Summary: | In this article, primarily, was the intention to show an example starting in 2017 priority project “development of the export capacity of the Russian education system” opportunities and risks that manifested itself during even the initial stages of its implementation. These risks and opportunities should be considered as phased implementation of the project scheduled for completion already in 2025. The authors associate with the project a number of observations about world trends in education, and in this regard the situation that the Russian university system faced with the need to take radical actions and measures based on the principles of project activities, political and socio-economic analysis of the related processes. As the object of analysis, we selected official documents of state structures, officials, range of events and actions that take place as we enter the process of implementation of the first phase of the priority project. |
