REPENSAR A GESTÃO DAS POLÍTICAS PÚBLICAS DE ESPORTE E LAZER: o caso de Santa Maria/RS

This research tried to verify, through a specific study case, the way public policies were implemented in leisure and sport activities in Santa Maria, RS, Brazil, from 2001 to 2004. Using interviews and the analysis of documents, it was seen that the political objectives of this field looked for the popular citizenship through the social participation and social inclusion. We concluded that, in spite of having good advances, in order to get the proposed final objective, the town must consider the sport and leisure activities in all its social part, involving more and more the municipal secretariat in integrated and articulated actions.
