| Summary: | This survey is part of master thesis which brings a discussion about public policies implemneted by the State for farmers in 1970 at Sobral – Ceará microregion, with priority for policies created for drought periods. The referred paper aims to analyze catholic newspaper Correio da Samana contexto, that belongs to Diocesan curia of Sobral. The procedure of analysis was to focus to the each edition newspaper configuration in terms of news schedule; of the presentation dynamic; of its problems reporting modes and solutions presented; of the people and of the connection with public power through the reporting way to the government agencies. Thus, it was possible to identify their positioning about drought matter in 1970. The newspaper analyzed presents a position to legitimize the misery and hunger existence, trying hard to prove how the reason of poverty and misery of farmers is due of the drought. The deep reading of its pages allowed to going wiht production and reproduction of a memory strategies formulation around northeast region, that one charactherizes it as a backwardness, misery, and droughts place.
