| Summary: | The article offers a strategy for increasing the Russian economy through the rational use of the country's natural resources. As tools, it is offered to apply a functional approach to determine the critical functions of the system in order to generate additional income to improve the country's economy. A scheme for influencing the control system using the negative feedback method to improve the quality of the system is offered. New criteria are proposed for assessing the work of governors and ministers.
