Summary:The article discusses aspects of the national policy of teacher education, in particular the regulation of Institutes of Higher Education, created by the Law of Guidelines and Bases of National Education in 1996, as a subsidy for the analysis of internalization process of the institutes in the state education system of Rio de Janeiro. The paper shows that the biggest problem faced by the State of Rio de Janeiro, with respect to internalization of the teacher education in higher level, is the absence of an integrated public policy, which is able to articulate the institutional actors involved (State, municipalities and universities) to meet, more rationally, the expressive demands for teacher training in higher education, which manifest themselves in different regions of the state.
