The following methods of study were used: the mass survey of young people, engaged in various economic activities; in-depth interviews with unemployed young people with secondary and higher vocational education; in-depth interviews with representatives of territorial employment services and employers. The study revealed that one of the major problems of youth employment is: 1. The imbalance in the labor market of offers of similar occupations by graduates and a lack of narrow specialists; 2. The proposed vacancies are of little interest to young people, as employers offer few quality jobs; 3. Young people who have a high motivation for development and who have received a quality education tend to be immediately employed in the desired work and continue to develop. The result of analysis made it possible to develop the educational system on the one hand and it should be commensurate with the economic, scientific, and technological demand of the regions. On the other hand, employers need to modernize their enterprises and create modern jobs. Thirdly, we are recommending young people to be self-motivated to professional development and have professional and educational activity.https://openedu.rea.ru/jour/article/view/453youthemployment strategyemployeremployment servicesocial capitalquality of educational resourceadaptive managementin-depth interviews
