However, hyper-dense deployments and complex coordination mechanisms introduce several challenges in radio resource management (RRM) of mobile communication systems. To address this issue, we present an RRM approach for CoMP-based HetNets, which aims to maximize weighted energy efficiency while guaranteeing the data rate of each transmission. The proposed RRM approach is based on a cross-entropy (CE) optimization method that is an effective and low-complexity heuristic algorithm. Furthermore, we also give the implementations of the proposed RRM approach in centralized and decentralized mode, respectively.
