Summary: | The article explains why the Sindicato dos Trabalhadores em Educação da Universidade Federal do Rio de Janeiro (SINTUFRJ) approved, in 2016, proposals to expand salary standards, increase the percentage of specialization, adapt the recognition of knowledge and skills to the principles of Plano de Carreira dos Cargos Técnico-Administrativos em Educação (PCCTAE). Based on the critical perspective, the analysis points out that the approval of proposals for career improvement by SINTUFRJ is related to union mobilization to correct the original shortcomings of the PCCTAE and subsequent problems that led to the precariousness of the work of technical-administrative servants in education at UFRJ and other federal universities. The qualitative analysis was based on a case study whose data were collected from bibliographic and documentary sources and semi-structured interviews. In conclusion, it points out that although it has contributed to transform of the technical-administrative servants in political subjects in the construction of citizenship, SINTUFRJ is still short-sighted with regard to the construction of a more comprehensive strategic thinking, which allows this citizenship reach all citizens.
