| Summary: | The Human Development Reports (HDR) commissioned by the United Nations since 1990 have made many references to the relation between human development and human rights. From the beginning, their pronouncements have used theUniversal Declaration of Human Rights of 1948 as a parameter for prescribing actions that combat poverty, authoritarianism and different types of exclusions. By means of a hermeneutic analysis, this text shows how the HDR forthe year 2000, dedicated exclusively to the topic of human rights, constructed a set of prescriptions that seek to amalgamate human rights, development, democracy, liberties, and the struggle against poverty all together in a single agenda. |
