Therefore, all decisions during the crisis must be precise and concise, and the reaction of the information and communication systems as well as that of personnel must be adequate. The agent technology described in this paper is used to model the education agent for establishing, maintaining and upgrading IT systems, as well as for the staff training. The education agent consists of an indicator of changes in the environment (status indication agent) and a management system (management agent) for the reaction to crises.
