Summary:In article it is noted that the identication and evaluation of the personal prerequisites of professionalization, communication personality traits with the profession currently is not sufficiently studied. Determined that personal-professional specification are parameters which must have the personality to work effectively. In the literature on social Economics and human resource management are three personal specifications (A. Roger, D. Monroe-Fraser, D. McClelland), which should be developed in a special professionali. Personal predisposition forms the basis of conformity assessment system of the specialty and personal characteristics. These include universal, General, specific and individual parameters of the individual. In accordance with them there is correlation of parameters of the profession and of the characteristics of people. The article over the twenty year period of observations on a sample of 1088 public service employees from 28 regions of Russia experimental data confirming statistically significant differences of characterization specialists in seven specialties, which differ in turn and the social and cultural conditions of professional activity. The conclusion about the presence of personal-professional and regional specifications and the need for a restructuring of the system of personal-professional diagnostic staff.
