Summary:production in most countries. Based on uncertain changes in the world, such industries should choose the most appropriate improvement programs for confirmation with such conditions. Because there are a lot of barriers to implementation of these programs, the purpose of this research is identifying and classification of these barriers. Based on this, at the first a lot of barriers related to SMEs and improvement programs from literature were identified and then screened based on experts opinions. The data were analyzed by confirmatory factor analyze in structural equations by EFQM in Amos. The result of this research showed that strategy, personnel, leadership, process and resources are 5 factors that categorize barriers respectively based on factor load. The results showed that EFQM is a good framework for categorizing these barriers in SMEs.
