Summary: | Organizational culture is a vital key element in understanding an organization and its values and in making the organization successful. The cultural orientation of an organization can be its greatest strength, providing the basis for problem solving, cooperation, and communication. But should we look at organizational culture from an anthropolo-gical perspective or a sociological one? Should we analyze it from an integration perspective or a diffe-rentiation one? Does an organization have a culture or is a culture? What is the best way to analyze the organizational culture, using qualitative or quantitati-ve methods? Our empirical research focuses on the organizational culture of Romanian local public orga-nizations (county councils) in an effort to understand whether differences in local cultures, from different geographical areas, can translate into differences in organizational cultures.
