The issues of establishing responsibility for vagrancy and begging significantly affect the effectiveness of administrative and legal protection of public morality from the threats associated with vagrancy and begging. The existence of norms providing for administrative responsibility for vagrancy and begging will contribute to strengthening the effectiveness of the protection of public morality.
