Summary:In this paper some basic concepts of the analysis of public policies are presented, emphasizing the political way of dealing with these policies, analyzing the implications of this political-administrative approach to the reality of the regions in development, particularly in the Brazilian city of São José do Norte in the state of Rio Grande do Sul, which can be characterized by a democratic society republic with strong local roots and by an economy based on primary production.
