Summary: | The present study aims to analyze social rights and public policies for the race / ethnicity category. It seeks to interpret the expansion of executive bodies for racial equality through John Rawls. With an institutionalist approach, the reason for the establishment of racial equality bodies in four cities is analyzed. The main explanation for this phenomenon is a set of concordances explained by international conferences and by local initiative associated with progressive political parties. The succession of agreements and of accidents that generated the institutionalization of policies in the cities is treated as a Rawlsian experiment, like overlapping of consensuses. |
