Summary: | <p>The last modification of Romanian administrative organization happened in 1968, according to the Law no. 2/1968. The provisions of the mentioned law introduced serious restrictions for any attempt to modify the actual administrative organization of the country. However, the administrative reorganization is needed because the socio-demographic situation of the country has changed significantly since the end of the communist regime. The actual administrative organization of the country creates a number of obstacles for the further development of the country, generates waste of resources and inequalities between citizens. The article addresses the problem of territorial fragmentation of Romania, and it analyzes the solutions adopted by other European countries that faced the same problem.</p>
