The research is characterized as quantitative, qualitative and documentary nature. Data were collected from the following sources: a) Transparency Portal of the Federal Government; b) list of athletes benefited in the Official Gazette; c) Data ME management reports and COB; d) site of the Olympic Games in Beijing, London and Rio de Janeiro.
