Summary:Every citizen has the similar right to get an education and teaching, either through formal and non formal education or informal, however, it is not easy to access it. It makes an inequity education.  but access to them is not an easy issue to arise issues of educational equity . One solution is a non-formal education equity lines held by the “PKBM” through the Programs called “Paket A”, “Paket B” , and “Paket C”. They are more flexible to be implemented. This study aims to determine the motivation of female learners and tutors in non-formal education “Paket B”.  This study used qualitative methods. The results showed that the learners from variety of age and social status. Tutors work as educators with variety educational background. The motivation of the learners follow the “Paket B” is to acquire useful knowledge, and motivation of the tutor is to help learners acquire knowledge.
