However, the<br />policy of e-government implementation in many<br />governmental elements, especially in the local<br />government seems to be forced without<br />considering the different readiness levels of the<br />government personnel and the people in each local<br />government. On the one side, many research<br />findings show that the factors of governmental<br />human resources, the public, the infrastructure, and<br />the working practice are still being obstacles to<br />achieve a successful e-government implementation.<br />On the other hand, other research findings also<br />strengthen that in its implementation, egovernment<br />has some elements which should be<br />fulfilled. They are e-administration, e-services, and<br />e-society. Three of them are unified elements which<br />support each other in order to realize egovernment.<br />Many problems faced by some local<br />governments in implementing e-government,<br />including the government of Yogyakarta City, clarify<br />that there are fundamental problems in realizing<br />the e-government elements which consist of eadministration,<br />e-services, and e-society. For certain<br />governmental institutions, an explanation of the<br />relationship between the implementation of egovernment<br />program and many available theories is<br />a valuable contribution to solve inter-elements<br />relationship for realizing good governance, on the<br />one hand, and, on the other hand, it is also<br />beneficial for them to learn best practice for the<br />government in order to achieve good local<br />governance. The results of this study show that the<br />implementation of e-government which requires<br />the availability of e-administration, e-services, and<br />e-society has been realized by the government of Yogyakarta City.<br />However, although those programs have been realized physically, on<br />the actual, the unpreparedness of the government personnel as well<br />as the public society and also the cultural factors are still being some<br />problems which impede the successful implementation of egovernment.<br />In addition, the city government’s commitment to keep<br />continuing the easy service development to the community is a key<br />to the implementation of e-government in the scope of city<br />government in Yogyakarta.<br />Key words: e-government, e-administration, e-services, and e-societyhttps://journal.umy.ac.id/index.php/jsp/article/view/126
