Summary:This paper analyses the changes of the communal and multi-communal land policies for housing production between 2002 and 2015. We observe the evolution of local authorities’ choices regarding the spaces of intervention, the types of housing concerned and the content of policies. We ask to what extent those changes refer to a new position of local authorities concerning market-oriented housing production logics. With two case studies of mid-sized agglomerations, we show that land policies interventions of municipalities and x²multi-municipal administrations are spreading to small municipalities and concentrating in the urban core at the same time, and that these interventions are more oriented in favour of collective and social housing. This leads to a decrease of public control over some part of the production, especially the single family houses. We also show that the content of local land policies changes; however, we can’t conclude only to a reinforcement of marked-oriented public intervention, but rather to a reallocation of public and private roles in the city production.
