Research methods - a system common scientific and private methods of cognition. Results: The definition of the essence of human capital characterize the motivation to work as an essential element of human capital and to consider the role of material motives in its formation. The factors were considered such as GDP per capita, the share of wages in the produced GDP, the share of minimum wages in GDP, unemployment, unemployment benefits, especially pension system. Scope results – activities of management in the field of labor relations.
