For the primary and operational ranking of the requirements for the development of the labor-intensive system, the use of a relative assessment of the forthcoming labor costs in conventional units is considered. To assess the complexity of automation, a cost model for the development of the COCOMO baseline was considered. The application of cluster analysis for the integrated assessment of the requirements for the development of the information system is considered together with the application of the evaluation methodology that takes into account the importance and labor intensity of the relevant information projects.
