Summary: | <p>The government period 1946-1955 can be considered one of the periods of greatest innovations regarding university education in Argentina. This was achieved, on the one hand, through the laws that were passed which transformed the current higher education system, and on the other one, through the founding of the “Universidad Obrera Nacional” which brought about a new concept of higher education that was much more in keeping with the requirements of modern industry.</p> <p>This is why it is indispensable to deeply analyze the law N ° 13031 which established a very meticulous system for the functioning and organization of the national universities in replacement of the law N ° 1597 that had been current for more than sixty years. The same goes for the law N ° 14297 that adapted the aforementioned law to the National Constitution of 1949 and for the law N ° 13229 that created the “Universidad Obrera Nacional”, origin of the current “Universidad Tecnológica Nacional”. This work develops a deep insight of this process.</p>
